I looked at how Megafon does it. Iota think uses a similar approach.
map.megafonmoscow.ru/ - an example of a map without unnecessary scripts
map.megafonmoscow.ru/i/4g081012/z10/618_321.png - a fragment of the coverage area. Several such images are loaded (they are determined by the coordinates of the extreme points of the map that are visible on the screen).
Depending on the zoom of the map, different images are also loaded (..., z10, z9, z8, ... in the
URL
) did not work with these maps, but GoogleMaps has Layers for such manipulations.

If a point coverage with different strengths is enough for you, then you can look towards the heat map, for example, as here (there is no implementation for Yandex, but apparently it is not difficult to do this from examples).
