It’s definitely worth starting with a telegram, because it’s just an ocean of documentation and examples, the API is free, and BotFather’s bot is created instantly.
In the case of WhatsApp, a legal API costs money and time to gain access, but you still have to tinker with an illegal one, either by taking it for free and spending a lot of time on mastering it, or by buying it for a certain amount of money from enterprising businessmen.

A bot for WhatsApp is written like any other bot. The only question is connecting to the WhatsApp API.
The official WhatsApp Business API is published here . However, it is not possible to work directly with him. You will have to integrate through the partner's API. The list of official WhatsApp partners can be found here .
For an individual individual, the WhatsApp Business API is not available for a developer. You will need to register as an individual entrepreneur or LLC. Then go through the Facebook approval process. After agreeing on all the bureaucratic issues, the question of payment will arise. To use the WhatsApp Business API, you need to pay a subscription in the amount of about 15k-30k rubles per month, depending on the partner you select from the list. Also, keep in mind that you can write first only within 24 hours after the last response of the client - the client support window. If you want to initiate a dialogue outside the "support window", you will have to pay about 4 rubles. And you can only write template messages agreed in advance.
All of the above points make it very difficult for individual developers to write chat bots for WhatsApp.
There are also unofficial WhatsApp API providers on the Internet, their conditions are more loyal. To begin with, I think you can try from an unofficial supplier, and then, if the bot works, then switch to the official channel, but the client will still pay)
