Create two independent menus in modx?

The site already has one menu that leads to anchors.
Is it even possible in modx to make a separate second menu responsible for pagination?

Of course available! If you use pdoMenu, then it has a "resources" parameter, in which you can remove unnecessary resources separated by commas.
