Crackling in headphones at low volume control. Everything is fine at high. Why is that?

I set the volume in Windows to the maximum, on the regulator to quiet and one crackle with noises is heard. New headphones.

If you have a mechanical regulator-twist, then with a long service life this is almost always the case. The carbon track along which the slider runs wears out - that's the result. This is one of the main reasons for switching to electronic regulators (button +/- or encoder).
Previously, it was advised in this case to clean the coal path, or to bend the slider so that it runs over an unworn place. But now - no, only the replacement of the regulator.
