CPU usage in games?
I state: in games, MSI Afterburner shows CPU utilization from 90 to 100%, and video cards are not more than 50, does this mean that the processor does not take out? processor i5 3470, video card GTX 970, RAM 16 Gb. Monitored in games: The Witcher 3, GTA 5, Far Cry 5, Rise Of Tomb Rider, settings from high to ultra, FPS from 35 to 60+.

The question is more specifically in games. If the games are graphonic like dogs, then the load falls on the video card. If complex logically - the load on the percent.
Monitor temperature. You can drive / you can smear with thermal paste, think about high-quality cooling and also drive. I played on ultra (graphical parameters) in the witcher and in GTA 5 on i5 2500k in stock.
I removed the parameters that loaded the processor to a minimum or medium, and everything was fine with the FPS, about a stable 60.
I suspect that you just have throttling going on, or you need to skillfully adjust the parameters.
