CPU upgrade on IBM x336 server?

the crux of the matter:
there is an IBM x336 server, if you believe the specification, you can normally make friends with VmWare by installing processors with Intel-VT support
judging by this plate, the server supports dual-core Xeon 70xx processors with Intel-VT support
found a plate with the necessary processors:
updated on BIOS server up to 1.15 (there was BIOS 1.06, support for Dual Core appeared from version 1.12 ( proof )
I ordered a couple of Xeon 7040 (SL8UC) processors but they didn’t start ((((I also tried one at a time)
there are two nuances, on 7040 the bus is 667 MHz, can this be an influencing factor?everywhere they write about the 800 MHz bus
the second nuance, the processors came from ebay and, apart from how on this hardware, there is nowhere to check them, but it’s unlikely that 2 broken ones, and the seller’s reviews are normal

Most likely the matter is in the bus , but there may still be a binding to the stepping / serial numbers / something else of the processors that come as options.
Call Intel support.
They have a couple of not too advertised features.
