CPU temperature 90° when enabled in bios?

I assembled a PC on an i5 10400f / 2060 / b460 pro 4 asrock processor, a gammaxx 300 cooler, a case with 5 vents. I connected everything, installed the BIOS, updated it, I go in and see the temperature of the CPU 86-96 ° C with the PC just turned on. The cpy fan works at 1600 rpm (it seems like its max.) hull at 60-80% (1000-1600). The thermal paste was on the cooler, in a thin layer, so this option is no longer necessary, the temperature inside the case is 36 degrees. Under load in stress tests, the percent goes into throttling, dropping the frequency to 800 MHz, the voltage is 0.8, when it cools down to 89, it raises 4300 at a voltage of 1-1.3. Help what is the problem?

There are not very many options:
1. Thermal paste;
2. Incorrect installation of the cooler;
3. Thermal sensor failure;
4. The bios is buggy after the update;
5. Defective motherboard or processor

try resetting the bios first - take the battery out for a minute (naturally, the mother must be disconnected from the power supply). Often there is a thin film on top of the paste / processor, you may not have removed it.
