CPU temperature 45-60 degrees in idle. Is it normal?

I recently assembled a computer with a ryzen 5 3600 processor with a boxed cooler. I noticed that in the mode of doing nothing, the temperature constantly jumps from 42 to 60 degrees. Is it normal? In games 60-75 degrees.

At the same time, the processor frequency is always at 4199mhz, from 3600 in the standard one. And at the same time, you can still hear how the speed of the cooler is constantly changing, although I can’t exactly determine this is the speed of the cooler of the processor or block.

what does normal mean? if you look at the specification of the processor, you can see "The temperature limit is 95 ° C"
So everything that is less than this figure is normal for this processor.
If you want to increase the life of the processor, then the lower the temperature, the better. those. If you want to get lower - get it, if you don't want it - don't.
