Counting user traffic via PPPoE

Good day to all!

There is a local network of the hostel, through which the Internet is distributed through the Squid proxy server (the server is running on Ubuntu), the number of active users is about 100 at the same time. However, there are often problems with the fact that someone connects a router or access point with the wrong port, as a result, “left” DHCP and devices with an IP that matches the address of the main server periodically appear on the network. The network is based on dumb switches, so it is not possible to use DHCP snooping / Option 82 or cut the network into VLANs. I would like to use PPPoE authorization to avoid such problems.

What can you advise from free software for accounting downloaded traffic + blocking after exceeding the limit for PPPoE?
