Cordova: How to upload photo to Inappbrowser on Android?

Standard image upload button on the site. In iOS - a selection panel opens: Camera or Gallery. On Android - message

Select File
No apps can perform this action

All permissions are set. I tried all sorts of plugins like file-choiser and media-capture - they load on the phone, not on the site.
