It's about Xcode. iOS 13 needs libraries and support from the latest Xcode. Set compatibility with older devices. I understand that older devices are no longer updated to the latest versions of macOS, but what to do, such is life. I myself was sorry to sell macBook Pro 2012. It is still supported, but not for long.
