If it is explicitly stated: it is forbidden to reproduce the information contained on this site in any form without the consent of the administration (in the use policy) - violate!
It may be like this: "it is forbidden to copy information from this site in any form and volume and further use ....." - in this case - do not violate, because You didn't copy a single byte.
BUT! It is enough to add: "it is forbidden to copy or distribute information" - you will immediately violate!
If there are no such additions and agreements with the user, then you are not violating anything, because. By default, public site data is public data that anyone can use, including pasting inside an iframe.
To understand about iframe, pay attention to the words in the convention: "playback", "display", "display", "distribution".
BUT! It is better with all my conjectures to ALWAYS consult a lawyer!

An iframe is a code on a website page, and the content is already loaded on the client side, without hosting it on your server. A few arguments in your favor:
1. There is no directly controversial content on your resource as such.
2. You cannot influence the content of the disputed content, because it is located on a resource not controlled by you.
3. The copyright holder has the technical ability to block the display of content in the iframe.
4. An article in the Civil Code on quoting with a link to the source.
At the same time, I believe that there is a case that will still go to court, its outcome will largely depend on lawyers.

I highly doubt that anyone will understand iframe is it or not.
From the point of view of a couch lawyer, your site shows content reprinted (copied) from someone else's site (I think you yourself are tired of proving the opposite if you really need to).
In general, I recommend asking legal questions on legal resources, and not on technical ones, otherwise it is unlikely that someone other than other armchair lawyers will answer you.
