Do I understand correctly that this allows me to take the "material of the site", dictate it to the podcast and put a hyperlink to the original somewhere in the description?
Can I do the same if there are no footnotes about "use of materials from the site ..."? For example, if I want to dictate a post by Theme Lebedev?

Most often, such a text is just a reminder from the owners of the resource ( you can even write about the FBI there ).
In fact, all copyright materials are protected by an appropriate license. If the license for the material you wish to "dictate" includes such use, then of course you can. In any case, it is better to put a link to the original not only in the description, but also, for example, mention the author of the text at the beginning of the podcast.
