Copy windows installation disk from cd to flash drive?

With what program can I transfer the installation files from the Windows 7 CD to a USB flash drive, so that I can then do a clean installation from this USB flash drive? Rufus does not provide such an opportunity. Googling really didn’t work out, maybe I was looking crookedly, I don’t know. How to solve this problem?

copy will move diskpart to make the flash drive bootable.
