cookie banner wordpress. Eats a lot of parrots. what can be done about it?

Hello, WordPress site, there is a cookie notification plugin. When the banner is on, the site gets 20-24 parrots.
when off, the site hits 80 parrots. consider almost the entire download speed is consumed by the banner. Is it possible to somehow put it on hold until the page is fully loaded? Or what are the options?
