Converting FIAS to MySQL or Sqlite. How?

We need data from FIAS, but only for Moscow. Here you can download the full database for Russia, but when unpacking it is a lot of shit. But at the same time, importing into the database is not too crap due to popular formats (DBF/XML). Here it is by region, but in some format. Is there any converter for this version?
