Convert letters in url from upper to lowercase?

I found this code on the internet. In order that if there are capital letters in the url, they would be converted to lowercase. Everything is OK, but if there is a hyphen in the url, then it redirects to the main page.

Who knows how to fix it?

RewriteEngine On

RewriteRule [A-Z] - [E=HASCAPS:TRUE,S=1]

RewriteRule ![A-Z] - [S=28]

# Replace single occurance of CAP with cap, then process next Rule.

Linux is a case-sensitive system, you can't do this!
