Convert from PDF -> IMG-> BASE64 and back. How?

Good day! In general, I struggle with such a problem. It is necessary to convert it from PDF to base64 without uploading the file to the server (if it is possible directly, of course, and if not, then from PDF to an image of any format and from it already to base64). I didn’t find any materials, but there, as I understand it, the work is going on with already uploaded files (although, most likely, I am a handyman). I ask for help or tips in the implementation of this piece. Thank you!

If without uploading to the server, then what does PHP have to do with it? :) Upload, process, delete. Or try to implement it all in JS.
