DjVu is a GRAPHIC format. it has support for a text layer, but it doesn't show up and is needed to be able to copy the text. DjVu can be converted to pdf (there is a djvu2pdf script for nixes), while page images are converted to the graphics format used in pdf and saved to pdf with image pages.
Epub is a container that primarily contains text in the form of html pages. Thanks to this, it supports complex layout, graphics, but at the same time you can change fonts and their size, and pagination is not fixed. According to the epub standard, it can also contain pdf, but in fact it makes sense when the book is assembled from several pieces (say, several chapters in pdfs and the rest in html).
Because all e-books that support ePub also support pdf (since Adobe Reader Mobile 9 SDK is now used to display ePub in all readers), then it makes no sense to convert pdf to ePub.
