Content generation or communication. What to encourage on social media?

What do you think is more important for a social network (facebook, vk, twitter, etc.) to stimulate users?
What would they generate content (write posts, tweets, etc.), or what would they communicate, comment on?

I would argue that it is more important to stimulate the generation of content (although both aspects should definitely be supported).
First of all, because the appearance of new content (consider an informational occasion) is in itself an incentive for its (content) discussion, both in the form of "I wrote a comment and left", and in the form of heated holivars with other participants.
It is also worth considering that the most popular behavior pattern for a portal that is new to the user is the aforementioned "leave a comment and leave".
The user consumes the content and, as a maximum, leaves one or two comments on the most interesting news for him.
If there is little content generated, there is little chance that the user will find a topic on which he wants to speak, which will eventually affect the fact that after the first-second-maybe even the third visit, the user will understand that there is nothing more to do here and become dead.
