In windows 10, two blue arrows began to appear on the icons indicating compression. After disabling this function through the File Properties, after some time, compression reappears on the same files and folders. How to fix it?

compact /compactos:never

"Spontaneously" this happens when there is not enough space on the system partition. Free up some space.
