Console SIP client?

At work, a client appeared with the task of implementing a dial-up from the server to subscribers of the PBX beeline (to their numbers) with the ability to reset, adjust the dial-up time, and receive data on the result of the call.
We just make a call, the subscriber picked up the phone - we reset it, we didn’t pick it up, we wait a while - we reset it.
No experience with telephony at all, googling found a solution in sipp, is it possible to work with a real PBX using sipp tools? Or is it just for testing utility?

It looks like another spam caller : we call and hang up, and if they answer, we also hang up. And then we wait for the suckers themselves to call us back.
Describe (think up) why you specifically need such an algorithm.
