Regular cable for connecting to routers for programming them directly.
1. Some routers and devices (telephone exchanges, etc.) in the past did not have a network interface, only a serial port.
2. Console connection is safer than network connection
3. In some cases, the network may not be configured at all, or configured in such a way that it is impossible to connect to the admin panel over the network.
PS IMHO in the Russian-speaking environment "console cable" does not seem to be in everyday life. More often just "null-modem".
