This is the connection speed between the router and, for example, a smartphone over a wireless network. We set it to 1 Mbps and, in theory, the connection speed with smartphones is 1 Mbps

Who shows correctly?

And in general, is it possible to limit the speed between the smartphone and the "Internet" and not just between the router and the device. After all, it's not the same thing.

The data rate (1 Mbps) is limited at a higher level. 72 Mbps is the speed of the physical connection (radio link).
You can set the router to 802.11b mode and reduce the speed of the physical connection, but for everyone at once.
By the way, the faster this speed, the better - less time the radio channel is loaded, less interference with others
