Connection refused -mysql, docker. How to fix?

Hello, I'm struggling with this problem for a long time:
When trying to connect to phpmyadmin or to mysql, an error occurs:
mysqli::real_connect(): (HY000/2002): Connection refused
Everything is fine with the port and API, there may be a problem with the
default-authentication-plugin= mysql_native_password because there is a possibility that I connected my.conf incorrectly, and rewriting it from the inside does not work (same error). Thanks in advance.
