Windows has a wonderful program called Putty. It has a RAW mode that allows you to connect to any text protocols running on the system: request-response, but there are exceptions - there is no TLS support. When connecting to SMTP on port 465, the connection is terminated, and when connected on port 587, everything works, but after entering the STARTTLS command, Putty freezes.

It hangs because after the STARTTLS command the server is waiting for the initialization of the SSL connection. It is possible to imitate SSL through openssl s_client, but it is not available in Windows.
