If you have an operating system on the encrypted disk, you need to decrypt the data to load it.
Therefore, the key is needed already at the time of OS boot.
You will not connect to a computer that does not have an OS loaded via RDP, what is the conclusion from this?
If just a data disk is encrypted, it doesn't matter how you connect, provide the driver with a key and work with the data. It doesn't matter here - you enter it locally or connect it, or organize forwarding over the network.
