Connecting networks with routers based on Windows 2003 and Ubuntu

There are 2 networks in different parts of the city. In the first network, Windows 2003 serves as a gateway, in the second, Ubuntu server 11.04. Both servers have external ip addresses. In the first network, the routing and remote access service has been raised and configured, it is possible to connect via the l2tp protocols (with a preshared key) and pptp. It would be desirable to adjust routing between the first and second network. Googled xl2tpd and openswan. I did not find a sensible manual on how to make friends. There is an idea to put on both servers to raise the connection via OpenVPN, but this is a "clumsy" way. Please tell me the simplest solution.

raise OpenVPN - this seems to be the easiest option, at least it seems to me from my bell tower.
