Для начала разработать стандарт, который наиболее полно описывал бы взаимодействие мозга и компьютера. Потом "провести" этот стандарт чтобы все его приняли. А потом уже можно получить сертификат соотвествия оборудования стандарту.
Для документа должна быть законодательная база.
