CondaHTTPError or SSL module in Python is not available error when doing conda install. What to do?

I'm trying to install/configure miniconda. I download the installer from [ https://conda.io/en/latest/miniconda.html ].
OS - licensed Windows 10 Pro x64.
I do conda install numpy
I get an error:

Disabling certificate verification
conda config --set ssl_verify no
does not help. Although, in any case, I would not want to install something without SSL.
Both miniconda x86, miniconda x64, and Anaconda 3 x64 give exactly the same behavior. I put it on Windows 8 x64 - everything is the same. The firewall turned off completely, all addresses work from the browser. I think the problem is still in the inaccessible SSL module.
Question. What to do? How to make command work conda install numpyon miniconda? If the problem is with the SSL module, then how do I install the SSL module for Python?

Hello, I ran into such a problem - installing the x86 version solves the problem https://repo.continuum.io/archive/
