Computer won't restart?

In general, I bought a computer, so I installed it. I'm trying to install Windows (via a USB flash drive), it seems to be installed. When I came I see everything turned off, but the computer is working (the fans blow, buzz), and the mouse, keyboard, monitor are off. Pressed the off button, it did not turn off, had to through a power outage. And so 2 times while Windows got up. Right now I tried to reboot, the same situation: Windows turned off, the mouse passed out, the monitor passed out, and the computer puffs. What to do? How can I make it reboot normally?

- Try to install another Windu, which definitely works on another computer.
- Try to return the BIOS to the factory settings, if something has changed significantly.
- Try to boot from Live CD? If everything is ok, then think - but why sobsno? :)

In some bios there is an option to turn off the PC or not. So check bios settings.

Pressing the shutdown button (if you mean the button on the system unit) can do anything, including shutdown, as one of the options. By default, for example, sleep mode can hang on this button, in which case it will be "as if turned off", while all the fans will work, it is easy to determine if pressing it again "turns on" the same place as it was before, for example, if it is open If there was a calculator, then it will remain open. It is configured in the power supply through the control panel. Google how to set up the shutdown button is not difficult.

It looks like a hardware failure. I would try:
1. Install Windows from another distribution
2. Reset, and if it doesn't help, then update the BIOS (for example, in Gigabyte boards, updating often solved shutdown problems)
