old RAM back in and nothing has changed

Carefully inspect the board and memory for physical defects: they could break the slot or (more often - bend the contacts in the RAM slot). (If so, it's easier to find a new motherboard)
If the processor was removed, this also applies to it. The socket should be free of hair, dust, thermal paste, and bent pins.
If the processor is LGA, you can CAREFULLY use a "blue" (abrasive) eraser to wipe the contacts on the processor (do not climb into the socket in any case) and on the memory (It happens because of oxides it does not work).
After that, the memory can be inserted and pulled out 20 - 50 times. To remove oxides from the contacts of the RAM slot. (Be careful not to bend the pins in the slot).
