Computer slows down, what's the matter?

Here are the specs of the computer:

  • Processor: Core i9 9900k
  • Motherboard Gigabyte z390 gaming x
  • RAM: Patriot 2400 MHz
  • Video card GTX 1050Ti
  • Samsung 970 EVO Plus SSD has Debian Testing installed on it
  • Seagate Barracuda SSHD ST1000DX001-1NS162 running Windows 10

The computer is connected to the Internet 500 Mbps.
The problem is that on both systems everything slows down a bit: opening windows, browsing sites takes about 3-4 seconds, programs start slowly (especially on Windows), Vscode starts 40-50 seconds on Windows and 7-8 seconds on Linux, there is a general inhibition of the system. I recently installed both systems, before that I sinned that Windows remained from the last computer, so I installed it again. With temperatures, everything is fine, I checked both here and there, the processor is not loaded more than 10-15%. Debian is faster than Windows because it's an ssd, but there are still slight lags. Maybe it's because of high expectations? I just assumed that with such parameters the system should work literally instantly, but this is far from being the case. Or does it make sense to put Windows on ssd instead of Debian?

a combination of motherboard BIOS + CPU is unstable,
look at what version of BIOS you have , by
the way, for the version of bios F9 , Optimize for Intel® Core™ i9-9900KS CPU is indicated , that is, the fact that there are problems,
try updating the BIOS, well, or roll back if it doesn’t help

check list of processes. You can see the load on the network and disk - are there any processes that are actively loading them

I give a guarantee of 80%, there is a blunt supply. Most likely, some cheap power supply costs 450 watts, there are a lot of them now, in fact they are 350 each. When there is not enough power on the south bridge, the memory starts to work like a bitch. Therefore, I recommend installing a power supply.

Under Win you can watch LatencyMon, WhySoSlow.
I would check the system drives. SMART, free space.
How much memory?
It must be checked with memtest, I have seen it more than once when the system slowed down due to "slightly" broken memory.

Here, for any upgrade of the company, you need it. Throw out the intel, put the normal Z-4. Everything will fly as if on fire.

Well, I would start by checking the capacitors for swelling and removing dust. I always start with this.
Next, I would try to disconnect one of the disks and see if the speed of the operating system on the second disk changes. And vice versa.
It would be nice to see the load not only of processors, but also of memory (the number is not indicated), and the disk subsystem, and the network.
