Hello. There was such a problem every time when I work with a laptop, Windows completely removes administrator rights, that I have to go to everything on behalf of the administrator, a simple double click does not work, besides this, some programs (lightshot) are deleted, I have to install them again. In addition, Python crashes every time, you have to delete and reinstall it so that it is displayed in cmd, but pip still doesn’t work, I tried to reinstall Windows (I have Windows 10) anyway, it all comes back with time, I checked the hdd for a problem, I didn’t find the problem, I also noticed that some program appeared that eats 50% of the CPU, I

It is possible that the cause of the problems is a malicious program (virus). Just don't remove it.
It returns after reinstalling windows due to the presence of its executable code in your files.
Judging by the load, it is also most likely a miner.

UPD on your PC . To prevent future infections, avoid opening files from unverified sources. Viruses can be found both in software installation packages and in files masquerading as images, videos, and so on.
