Computer freezes when downloading from the Internet, how to fix it?

In general, for some reason, the computer began to freeze during the process of downloading any information from the Internet.
Example, I am downloading file A and it is during the download that the mouse twitches, the system is buggy, and so on. It was revealed by me that during the download process, the "System interrupts" process is triggered and starts loading the percentage by 10-20%, as soon as the download is completed, it drops to 0% and the system continues to work without failures. You understand that it is impossible to work like this.
In essence, I checked that the system is whole (Windows 10 home 64bit), hard checked and smart are excellent, the temperature is within the limits, the PON network and equipment ping without loss, no viruses were detected.
Mother, processor and video from the PSU are new. The most interesting thing is that this also applies to game downloaders Steam, Battlenet, the utorrent program, etc. The system is several months old.
