Computer does not turn on

Hello guys, I had a terrible problem - the computer does not turn on :( after pressing the button, all the coolers twitch for a moment, but then they calm down. the mother is glowing, the power is on.ps
Sorry for the mistakes and not the hub, I'm writing from the phone.

Before pulling out all the peripherals, just check the PSU.
Disconnect the PSU from the computer, short the green wire with the black wire with a paper clip. Wound up? Has the smoke gone?

The failed PSU capacitors are immediately visible - they are "swollen" - the upper end is curved. You can either buy new ones, or take them from another PSU, unsolder the old ones and solder the new ones. However, there is no guarantee that the problem is only in the capacitors, so it’s better to buy a new power supply anyway - it’s more reliable.

Does the light glow and the USB power goes on even after it stops responding to the power button? If not, there is a high probability that there is a short somewhere and the power supply goes into protection.

Diagnostic procedure: remove all expansion boards and peripherals, memory modules from the computer (leave only one to start up), disconnect all drives from both the motherboard / controller and the power supply. Turn on. If it starts, connect everything in turn until such bad behavior returns. If not, try connecting another power supply to the motherboard and draw conclusions. Switching should be carried out strictly when the power cord from the computer is unhooked.

apparently not a power supply unit :( I bought a new one, the same syndromes, but it doesn’t even pull the coolers ... the light is on, the new power supply unit does not turn on manually ...
