Computer class for training in photoshop, 3d max. What is more profitable and better to collect?

Good evening!
It is necessary to assemble a computer class for 25 workplaces.
What's better? the old-fashioned way 25 separate PCs (monitor-system unit)?
Or a terminal server? Thin clients? - then in the direction of what server configuration to look? What version of Windows OS will be required for the server and clients?

If students have to work with these programs in the classroom, and not just watch videos with lessons, then you just need to read the system requirements of Photoshop and 3ds Max. Your question will disappear immediately.

A terminal server for such tasks is a torment.
I am not a specialist in servers, but as a former student I can say that separate PCs are much more comfortable

The terminal is beneficial where there are dynamic loads on the computing system (1s, office and similar crap). Where one is actively working and 10 are idle on a shared resource.
In a computer class, the load is almost always static: All 25 people do the same thing at the same time.
Accordingly, there is no benefit in resource allocation by the terminal server.
Therefore, it is always beneficial to build computer classes on local hardware: PC, nettop, barebone, monoblock, laptop.
