Composer VS WP-CLI which is better. + deploy, how?

We need to automate the process. So that WP would be downloaded with the necessary plugins (dependencies) and uploaded immediately via ftp to the hosting in one command. And there I will already be connected by deployment and continue to work on the server. Or is it better to go local first? And it would be great if my styles and scripts from the assembly immediately got to the right place in the WP folders and files, is it real?
