Composer does not start from any directory, what's the problem?

file structure
composer.bat
composer.phar
Registered in the environment variable Path - the path to this directory
Go to the directory
run cmd.exe

Go to another directory run cmd.exe

Do a feint with your ears - rename the composer.bat file to composer1.bat and run cmd.exe

Why doesn't it work as it is written in all installation manuals?
