Competent organization of work on the layout of the site

The essence of the problem:
1. There is an initial layout of the site.
2. There is a ready-made site where the layout is disassembled into pieces, laid out according to templates / widgets.
3. For a couple of months there have been no significant changes in the layout, but from time to time changes are made to css and site templates by frontend programmers.
4. A redesign of the site or some blocks is coming, which requires the connection of a layout designer (perhaps even another one).
5. How to be? The initial layout is no longer relevant, and it takes a long time to understand the structure of the project, and not everyone wants to.
It is clear that there are not many solutions here. The question is how to properly organize the work so that such situations do not arise? Please share your experience :-)

How I do it:
0.PSD layout - NOT a reference document - it's only a Visual Styleguide
1.Layout is divided into modules (layout partial + css + scripts)
2.Layout stretching on the site = assembly from modules with CSS minifire + custom microscript site generator .
3. For any changes in the finished layout of the frontend programmer, I hit the hands with a steel bar - Changes are made ONLY to the modules with subsequent reassembly.
The idea is to have a single point of change, the structure of the project is directly given by the structure of the modules.
