CNC without routing?

Probably the question will be stupid and funny, but:
Is it possible to implement CNC on the site if there is no routing?
For example, the address site.ru/topic.php?id=1
Should look like
site.ru/topic/1

I think you are looking for something like (did not check): I will
explain.
This rule is intended for the following conversion:
site.ru/topic/1 -> /topc.php?id=1
site.ru/message/234 -> /message.php?id=234
site.ru/guestbook/987 -> /guestbook.php?id=987
ps. Wrote "guestbook" - already a tear welled up from nostalgia for guest books :)

If there is no routing, then the site can have only one page. So the answer is: it can't, neither topic.php?id=1 nor topic/1.
If the site has more than one page, then there is routing. And to answer you need to clarify which one you have.
