if it’s through htaccess, although it’s not clear why, when there is urlrewrite, then something like this (I can’t vouch for accuracy, I haven’t tested it):

RewriteRule ^qr/([^/\.]+)/?$  https://site.ru/qr/index.php?id=$1 [L]
