How critical is the presence of / (slash) at the end of the address?
For example:
mysite.ru/hello
mysite.ru/hello /
... and it may not be the hello folder, but just the CNC.
I just read somewhere that the presence of a slash at the end of the CNC reduces the load on the server.

No, the slash at the end does not play a role in terms of seo, and with and without a slash, one page should be given at the same address (the same meaning).
The load on the server ... in a properly configured routing, it doesn’t take into account at all whether there is a slash or not, we just catch the key phrase or id there, so it doesn’t matter here either. Those. in your case, I just catch hello and that's it, but whether there is a slash or not, it doesn't matter.

A redirect must be configured:
mysite.ru/hello => mysite.ru/hello/ or mysite.ru/hello/ => mysite.ru/hello
In which direction, there is no difference, neither in terms of SEO, nor in terms of load to the server.
