CMS or write the engine yourself?

Some time ago, an interesting project was born in my head. After careful consideration, I roughly sketched out what should be on the site.
1) user account
2) test system
3) points for each user that can be earned by passing tests
4) blog / post system for registered users
5) messaging between users, adding to friends, creating groups
6) system for displaying mini-articles, separately from blogs, randomly from the database of articles
Well, everything seems to be.
I really want to do the project. Please advise if there is a CMS that can satisfy my wishes or if I need to write the site myself. I myself know only HTML and CSS (superficially), but if necessary, I will learn everything that is needed. If my idea can be realized only by writing everything myself, you can please leave books, courses in those languages that I need.

if you want to do everything yourself, then focus on at least two years of intensive training.
If the project is for public access (website) - CMS, if for experience - by yourself.
Wow. The manners of a person who knows something like html is superficial. To do something like this, it would be more rational to use a framework, not cms. But to write such a site, you need to master a lot. Here is an approximate list: php, mysql, js + a bunch of little things that will definitely be needed and, most importantly, the Yii framework for example.
