I work mainly with modx and wordpress.
But then the question arose about CMS, or an offline website builder that generates static html pages at the output.
The bottom line is this: you need sites of 5-10 pages, you need the ability to add a page, respectively, there are includes like header.php , content.php, sidebar.php, footer.php (or similar) Are
added (pages change, CNC can change) and when you click on the button - HTML files of the site are generated, when you change any page - all pages are "rebuilt" and at the output we have updated html files (the updated menu is especially important)
Maybe I'm dumb. You just need a solution for high-load projects - business card sites that will receive a lot of traffic. It is necessary to generally exclude all requests to the database and other files and give the file that the user requests.

By the way, if you don’t need to put content on the server without php, then it’s easier to set up a caching proxy and use your own CMS.

From the paid ones: WebsiteX5 impresses me a lot, but I didn't like the text editor (that's why I'm writing my own CMS). In the free version, you can make websites up to 5 pages without other restrictions. There is also a pirated version, you know where.)
Of the free ones, I like Turbosite, but the program has not been supported for a long time. But I still recommend it, because it's incredibly simple.
