How to implement a paid portal with social network functions?

Hello.
There is a desire to create a city portal with the functions of a social network. (According to estimates, the average load is 3-5k visitors / day)
The idea is to create two types of accounts - for ordinary users (free) and business (for organizations).
The business account will be shareware, with the possibility of purchasing a premium, in some way similar to that on fl.ru.
After registering a business account, it is added to the directory of organizations in the category selected during registration. When purchasing a premium, the owner of a business account will be able to add additional information on the page of his organization. There will also be an opportunity to rise in the directory by purchasing a VIP placement.
Page design, UI, and layout will not be difficult to do. Question in coding and database.
What specialists (or a whole team) should be hired for such a project (except for a layout designer and designer)? Is it possible to do this on any popular CMS? If someone had experience in developing such portals, please respond.

IMHO, it's easier to write from scratch.
Of course, you can tie WP + something else ... Then you will get tired of paying for different and paid plugins for reworking.
Even xs that after such manipulations and alterations will become with the database and other things.

You can do it on CMS too. When it becomes necessary to tie something that goes beyond the capabilities of the CMS, the fun begins, rewriting all the code, etc.
There are ready-made open source social networks, take one of them, set it up and use it.
