CMS/module for working with users?

Hey!
There was a need to make functionality similar to a personal account for users with the ability to access certain content, ask questions, open access to new content as the administrator approves, and so on. Of the nice buns, it would also be possible to do an e-mail newsletter, but this is not necessary.
What can you recommend? I know about paid solutions like MemberLux, but the amount does not fit into the budget and I need either a free solution or an inexpensive one.
