CMS/CMF for nano-community?

There is an active thematic non-technical community (30+) in the amount of about 1000 people. The community is spread across all social networks, thematic forums, vatsaps and all sorts of vibers.
Looking for a solution to bring everyone under one roof.
Content - 80% copy-paste (discussion) The life of the discussed content is about 2 days. That is, in fact, it is a "news" feed formed by the community with the super convenience of content being discussed. With the ability to rank "news" by various parameters. Plus high socialization - likes, dislikes, statuses, alerts, puzomerki, etc.
We are looking for an open source/inexpensive_proprietary solution without a claim to originality but with a claim to convenience in terms of usability, administration and adaptation to mobile platforms. The solution must have a live status with an active community.
Thinking about style. Make it based on a forum engine (phpbb, xenforo) or a la habr, live street...

Livestreet seems to be still alive. DLE is probably fine too.
