I can recommend my CleverStyle CMS - it is essentially a CMF, has all the necessary basic interfaces (cache: FS / APC / Memcached, database, file system), some convenient things like automatic merging of all CSS + connected fonts + images into one CSS + packaging in gzip (similar to JS), creating an external API is also ugly simple. Well, it works really fast.
