[CMD/BAT] How to parse the contents of an html file?

Hello.
There is an html file located on a remote hosting. How to use bat file to write all content to a text file?
OR is it possible to get the first line, the command will be written in it, and execute it?

Powershell as usual
or shorter, but also powershell
add a "better" option
Also note that in the latest codeblocks wget is an alias for the powershell cmdlet and not the original utility.
